Public Consultation on the Definitions Of Platform Operator And Platform Worker, Treatment of a Subcontracting Scenario, and Platform Operators’ Duties towards Platform Workers’ Safety and Health

1.The Ministry of Manpower (MOM) invites members of the public to provide feedback on the definitions of Platform Operators and Platform Workers, treatment of a subcontracting scenario and Platform Operators’ duties towards the safety and health of their Platform Workers, from today to 4 September 2023.

2.This follows the release of recommendations by the Advisory Committee on Platform Workers in its report on strengthening protections for Platform Workers, and in-person engagements conducted by MOM with more than 20,000 stakeholders including Platform Operators and Platform Workers.

3.Due to the unique and evolving nature of platform work, it is important to take into consideration Singapore’s local context as well as international practices and trends, when setting out the definitions of Platform Operators and Platform Workers. MOM also welcomes feedback on the intent for the protections to cover workers who work for Platform Operators through subcontractors, and Platform Operators’ duties towards Platform Workers’ safety and health.
