Detailed Description
A. Introduction
The Building and Construction Authority (BCA) invites members of the public to provide feedback on the proposed areas of review for the Building (Strata Management) Act (”the Act”).
B. Background
The Act provides a legal framework for the management of strata-titled properties and sets out the duties and obligations among strata stakeholders such as Subsidiary Proprietors, Management Councils and Managing Agents. The Act empowers the Management Corporations (MCSTs) of strata-titled properties to make decisions relating to the maintenance and upkeep of their properties.
BCA periodically reviews the Act to address emerging needs of strata stakeholders and ensure the relevance of the provisions. The Act was last comprehensively amended in 2017.
C. Key Proposals
The key proposals seek to:
Help MCSTs to work towards having adequate funds to maintain their estates
Lower level of resolutions to facilitate essential upgrades in strata developments
Equip MCSTs to run their estates better
Improve clarity of existing provisions

The proposals are released for the purpose of public consultation only and should not be used for decisions by individuals or the MCSTs as they do not represent the final legislation.

The public consultation is open from 9 March 2026 (9am) to 8 April 2026 (5pm). Members of the public can submit their views via FormSG here.
