Break the law? The foreigners have a common answer 我不知道 instead of making any effort to check the law. Nor will they observe/ follow what the other smokers stand.
On the other hand, NEA has likely failed to reach out to the foreigners ( meaning SPRs, too) in the past several years. The PRC is wearing black and was smoking in the shelter area where pedestrians walk in Bedok Mall. It is not a raining day on 18 Oct 2015 @ 4pm.
The 2nd picture shows the other people standing around the green bin. Not sure if smoking outside 10 metres away is within the law? This, I think it is within Singapore law, and so did not take a picture of the other smokers.
