Because the law never state that a "FULL-TIME stand alone job" FIRE SAFETY MANAGER JOB.
All the job are CUM CUM CUM by some other job. Majority just put their name only. Some even part-timer that pay $300 per month for putting their name. Not even work at the place. Just site visit and comments. CAN LIAO loh. No problem issue.
The FSM have no power and no value in the market. Building owner are all LUCKY people and LAW protection.
Now FIRE liao. Can ask Insurance to pay somemore. Why worry ?
SCDF no matter do what in their job. Even they do a good job, it's their fault when they didn't protect the jobs of their FSM first place.
So....... what the point of having a course call "FSM" ? It's just earn money only.
