To increase population and 'talent', the Singaporean way, is to encourage singles without family/partner commitments into Singapore.
For obvious reasons, most of these fresh graduates will settle into Singapore society. If you bring in complete families, they retain their 'home culture' in various ways. This is logical. The bonds to the home country are also stronger.
When it is a single foreinger, this person will mix more with locals, eat local, and absorb local culture. They are also more likely to accept local and lower than local salary (not for manual work, but professionals).
There is also an inflow of more applications from Europe. It would be good to diversify from the current absorbtion from Asian countries, so that there is no one dominmant group who will try to lobby for rights and privileges (as we can see in many countries in Europe today)
